Check the following:

Is the scanner connected properly to a network device (such as a switch, a hub, or a router) via a LAN cable?
Make sure that the LAN cable plug is firmly inserted all the way into the connectors of the scanner and network device.
When the LAN cable is connected properly, take the following measures:- Replace the LAN cable.
- Use another LAN port on the network device.
- Change the transmission method for the network device to "full-duplex" or "half-duplex".

Is the computer connected to a network device that can communicate with the scanner?
Connect the computer to a network device.
For details, refer to the manual of your computer.

Is the IP address of the scanner correct?
Check the IP address of the scanner and specify the correct IP address.
For details about how to check the IP address of the scanner, refer to the Operator's Guide of your scanner model.

Is the IP address of the scanner used for another communication device?
If there is another communication device with the same IP address on the same network, communication may fail.
Change the IP address to avoid duplicates in IP addresses.

Can the scanner and the computer communicate with each another?
Start up the command prompt on your computer, specify the IP address of the scanner by using the PING command, and then check the communication status.
If there is a communication issue, check the following:- Make sure that MAC address filtering of the network device is disabled or allows the MAC address of the scanner.
For details about how to check the MAC address of the scanner, refer to the Operator's Guide of your scanner model. - Make sure that the protocol filter function of the network device is disabled or allows the following protocols.
TCP/IP, DHCP, HTTP/HTTPS, DNS, UDP, ICMP - Make sure that the network device allows communications between connected devices. For example, disable the network isolation function.
- Make sure that MAC address filtering of the network device is disabled or allows the MAC address of the scanner.

Did you select the scanner in Scanner Selection Tool?
Start up Scanner Selection Tool, and check whether the scanner that you want to connect the computer to is displayed in the list.
